This is a huge amount, considering the fact that GDP per capita in this country was only $ 1,400 in 2013. Corruption is a social norm at all levels of the local authorities, including the judiciary and the security services. Corruption has become a major obstacle to economic development. Human rights are constantly violated in Yemen. According to Amnesty International reports, torture and executions without trial are commonplace in this country.
