In the northeastern US state of Vermont, there is a law that prohibits publishing other laws. This regulation was created a long time ago to prohibit homeowners to use (and install), solar cells, solar collectors and other energy-saving devices based on renewable resources. In addition, the law contains a small point concerning the fact that other laws that might be taken later allowed to install and use such devices would be illegal, and the adoption of such regulations is a violation of the law. There's even the penalty for such actions.
